(If possible, the notice should appear in at least two newspapers published in the county. If not possible, it should be published in one newspaper published or circulated in the county.)

County clerks may receive emergency absentee ballot applications through 5 p.m. on November 3 from those who cannot be present for voting due to hospitalization if hospitalization began after 5 p.m. on October 30.
